I know that it's set after WWII instead of WWI but it is set in Germany. And it is a love story, though a doomed one! And it is a different kind of werewolf than you are thinking about, but it is narrated by Max Von Sydow, and that's always a plus. You might enjoy it - it's quite noir. OMG have you seen Zentropa?
